Abstract
The aim of this research is to find out what must be evaluated in the implementation of the Village Development Planning Conference and to find out the obstacles faced in the process of holding the Village Development Planning Consultation in Mahato Village, North Tambusai District, Rokan Hulu Regency. If we look at its characteristics, this research falls into the qualitative research group. Based on the research results seen from the context of system evaluation indicators in the implementation of village development deliberations, the parties involved in holding village development planning deliberations are all parties involved in village government and the community. The implementation of Village development planning meetings went well and in accordance with what should be done. Including that the holding of development planning deliberations runs well and is beneficial for development planning to draw a conclusion. The deliberations held will hear the opinions of all participants and the holding of Village development planning deliberations produces a conclusion regarding the holding of future development planning deliberations. The results of the agreement taken in the deliberation are then made into a development plan which is submitted to the sub-district head, then after that it is submitted to the regent, if accepted, it will then be realized the following year. The obstacles faced are such as unifying the differences of opinion held by each deliberation participant. It is difficult to invite people to gather to ask for opinions so that no one feels that their opinions have not been heard
