Abstract
The aim of this research is to determine the effectiveness of the Pre-Employment Card in improving the community economy in Pekanbaru City in 2023. The type of research used is descriptive with qualitative methods, namely research that attempts to describe the object or subject being studied according to what it is, as well as explaining the variables and indicators. The results of this research are that the implementation of the pre-employment card program in Pekanbaru City is quite effective. This is proven by the implementation of all indicators of effectiveness such as understanding the program, setting targets, timeliness, achieving goals and real changes. It's just that overall the pre-employment program still has problems in improving the community's economy, because in 2023 the number of poverty rates in Pekanbaru City will increase, but the number of unemployed will decrease. The effectiveness of the pre-employment card program in improving the community's economy still has several factors or factors that hinder the program's effectiveness. Factors inhibiting the effectiveness of the pre-employment card in improving the community economy in Pekanbaru City in 2023 are the lack of public knowledge of the regulations governing the pre�employment card program, financial resources, the absence of direct supervision from the government, and inadequate socialization from the government.
