Abstract
The number of children becoming a perpetrator are always increasing. In some certain cases, children that becoming a culprit are also being a special attention for the law enforcer. One of the solutions that could be taken in handling a children criminal cases is an approach of the restorative justice, which implemented by a diversion way. Diversion could be implemented for providing a protection and rehabilitation (protection and rehabilitation) to the perpetrator on the efforts for prevent the children becoming an adult culprit. Diversion to the children perpetrator are implemented by the three criminal justice component system in Indonesia including The National Police, The Attorney, until The Court. The formulation of the problem in this research is First, what are the factors causing theft committed by minors in the legal area of the Kandis - Siak Police? Second, what are the police's efforts to tackle theft committed by minors in the legal area of the Kandis-Siak Police? This research uses a type of empirical sociological research, Observational Research, namely by going directly into the field to obtain data. The data used is secondary data and the data collection techniques used are observation, interview and documentation techniques. Meanwhile, the method for drawing conclusions is the deductive method, namely drawing conclusions from general things to specific things. From the results of the research and discussion, the author found that the factors that cause children to commit acts of theft are family, economic, environmental factors, promiscuity and illegal drugs. And the mitigation efforts undertaken by the Kandis-Siak Sector Police consist of 3 actions, namely preemptive action by taking a persuasive approach from the family and the surrounding environment which is carried out with the aim of making the family and the environment more sensitive to what happens in the child's social environment, Preventive action namely conducting outreach, providing information about child crime to the community, conducting education in schools and other public places and seminars about children. Repressive actions include making appeals to the public, carrying out investigations and patrols. This is what causes theft cases to decrease and can be diversified by the Kandis Police.
