Abstract
One of the community empowerment efforts is through policies for the development and empowerment of Micro, Small and Medium Enterprises (MSMEs). The Pekanbaru City Cooperatives and MSMEs Department has tried to provide capital assistance, loans or credit to MSMEs, but is still unable to improve and develop MSMEs so that they are resilient and independent in various situations. The aim of this research is to determine the strategy of the Department of Cooperatives and Micro, Small and Medium Enterprises (MSMEs) in developing micro, small and medium enterprises (MSMEs) in Pekanbaru City and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observation and documentation. The informants in this research were the Head of the Pekanbaru Discop Data Collection Section, and the MSME community in Delima Village, Tampan District, Pekanbaru City. The results of the research are Community Empowerment by the Department of Cooperatives and Micro, Small Enterprises. The strategy of the Department of Cooperatives and Micro, Small and Medium Enterprises (MSMEs) in developing Micro, Small and Medium Enterprises (UMKM) in Pekanbaru City as a whole has not been implemented optimally. Human Development is sufficient to produce competent coaching participants, Business Development has provided coaching for participants in accordance with the participants' abilities and expertise, Environmental Development has not been able to completely have a good impact on the development of the income of the participants being coached and Institutional Development has not been able to make participants become independent with open your own business. The problems or obstacles that are still encountered both in the Cooperative Service and in the field consist of 4 aspects, namely the legal aspect, the human resources aspect, the infrastructure aspect and the budget aspect.
