Abstract
Implementation of Regional Regulation of Riau Province Number 25 of 2018 Concerning management of regional property in the process of eliminating property in the Regional Secretariat of Riau Province has not been implemented. Hence, the proposal for procurement of regional property at the Regional Secretariat is not optimal because the number of goods has met the number of existing employees, there are losses and waste of maintenance burden of regional property for goods with severe damage, and insufficient space to accommodate regional property that is severely damaged and cannot be used and maintained again. The purpose of this study is to determine the process of implementing the elimination of regional property and to determine the inhibiting factors during the implementation so that the elimination of regional property can be carried out at the Regional Secretariat. The theory used is George Edward III's Implementation Theory which identifies factors that influence the success of policy implementation, namely communication, resources, disposition, and bureaucratic structure. This study uses a qualitative method with a descriptive analysis type, which is used to describe in detail the object of research and analyze the phenomena that occur by conducting interviews, observations, and documentation. The conclusions obtained in this study are due to the incorrect recording of the previous Asset Manager, the loss of several items to be deleted, so that the data does not match the proposed deletion of regional assets, the large number of regional assets in severely damaged conditions and full storage warehouses and there has been no schedule from the Regional Financial and Asset Management Agency to the Regional Secretariat regarding the Asset Assessment Team from the Directorate General of State Assets.
