Abstract
In order to support the success of the law on child protection, the government is implementing the development of the Child Friendly Regency/City (KLA) program in Indonesia. Based on the development of child-friendly district/city programs implemented in the city of Pekanbaru, child protection issues are still relatively low, this is because the city of Pekanbaru is one of the big cities that is experiencing rapid change and development on the island of Sumatra, so the development of the city of Pekanbaru makes this city experience progress that attracts anyone to come to seek life and livelihood in this city. The aim of this research is to determine the implementation of the child-friendly city program policy by the Pekanbaru City Women's and Children's Empowerment Service and the inhibiting factors. The research method used is a quantitative descriptive method with data collection through interviews, observation, questionnaires and documentation. This key informant is the Head of the Pekanbaru City Women's and Children's Empowerment Service. Meanwhile, the informants in this research were the Head of DP3A, Head of BAPPEDA, Chair of P2TP2A and the Pekanbaru City Children's Forum. The results of the research can be concluded. Based on the results of the research and analysis carried out by the author, the implementation of the child-friendly city program at the Pekanbaru City Women's Empowerment and Child Protection Service which has been formed and implemented in Pekanbaru city is said to be poorly implemented. This is because there are still a large number of cases found in the city of Pekanbaru, namely in the women's empowerment and child protection service as a forum that handles the problem of preventing and dealing with acts of violence against women and children.
