Abstract

Industrial Relations Disputes are differences of opinion that give rise to conflict between employers and workers or laborers or trade unions due to rights disputes, interest disputes, employment termination disputes, or disputes between trade unions or labor unions in one company. The Kampar Regency Industry and Manpower Service is a government agency that directly handles industrial relations problems in Kampar Regency. One of the efforts made by the Kampar Regency Industry and Manpower Service is the mediation process. Mediation is the resolution of industrial relations disputes between workers and employers through deliberation mediated by a neutral mediator. The main problem raised in this research is to understand how mediation is implemented in resolving industrial relations disputes at the Kampar Regency Industry and Manpower Service and to find out the inhibiting factors that influence the implementation of mediation in resolving industrial relations disputes at the Kampar Regency Industry and Manpower Service. The method used in this research is a qualitative research method with direct interviews, observations and documents related to the research. From this research method, informants were obtained, including the Head of the Industrial Relations Division, Head of the Industrial Relations Section, Mediator and Staff in the PHIK Division. Based on research conducted, it is known that the functional official, namely the section head, is a mediator whose role is to develop industrial relations. The results of the research show that in the implementation of industrial relations dispute mediation there is a time limit set regarding the time for providing a written opinion from the mediator, if there is no agreement in resolving the dispute to the parties it is not yet effective because it often exceeds the specified time limit. Factors that hinder the resolution of industrial relations disputes through mediation are the difficulty of reaching an agreement due to the absence of one of the parties, the distance between the parties, the disputing parties, and the presence of third parties other than the disputing party. The Kampar Regency Industry and Manpower Service lacks technical personnel as Mediator, which is only one person, this is not in accordance with the large number of dispute complaints submitted to the Kampar Regency Industry and Manpower Service.
