Abstract

The rapid development of society and technology has led to the emergence of various types and forms of goods and services. Consumers are now faced with a wide array of choices, enhanced by technological advancements, such as online shopping, which has become a common activity, especially in the city of Pekanbaru. This shift offers convenience and time efficiency. However, it also raises several issues related to consumer protection in online transactions, where businesses and consumers do not meet face-to-face. Consumer protection in transactions is governed by Law No. 8 of 1999 on Consumer Protection. This research explores the implementation of Law No. 8 of 1999 regarding Consumer Protection in online transactions and examines the challenges consumers face in obtaining legal protection when engaging in online shopping. The research methodology employed is empirical in nature, specifically using a socio-legal approach. The data sources include primary and tertiary data. Data collection methods consist of interviews, documentation, and literature studies. The research findings indicate that the implementation of Law No. 8 of 1999 on Consumer Protection in online transactions in Pekanbaru has been effectively carried out by the Consumer Dispute Settlement Agency (BPSK). The BPSK plays a crucial role in providing dispute resolution services between consumers and businesses, allowing consumers to obtain justice without going through a lengthy and complex court process. However, challenges arise from the lack of consumer awareness; many consumers are still unaware of their rights under Law No. 8 of 1999. This lack of awareness is due to insufficient information or a lack of proactive efforts to learn about their rights. Additionally, consumers face obstacles in obtaining legal protection in online transactions due to: lack of knowledge about consumer rights, insufficient attention to detail when purchasing online, lack of transaction evidence, unclear seller identities, and geographical differences.
