Abstract

In developing countries, for example Indonesia, there is still little awareness of orderly traffic on the roads, so we always find road users who commit violations, especially road users who use both four-wheeled and twowheeled vehicles, we can find two-wheeled drivers who do not use helmets, going against the direction, cars running through red lights, even public transportation stopping and stopping haphazardly. Among other causes are factors such as drivers and other road users, poor road conditions, vehicles that are not in good condition, unclear traffic signs and others. Almost every time the news reports about traffic accidents, in fact traffic accidents are increasing, especially in the jurisdiction of the Inhil Police Traffic Unit. The causal factors are thought to be the increasing number of road users, poor road construction, vehicles that do not meet the requirements, unclear road signs and some of them. The main problem in this research is what is the form of legal protection for hit-and-run victims in the jurisdiction of the Indragiri Hilir Police, and what are the obstacles in providing legal protection for hit-and-run victims in the jurisdiction of the Indragiri Hilir Police. The type of research is observational research or what is meant by survey form, is research that uses interviews as a tool for gathering basic data by taking samples from a population. The nature of descriptive research is that it describes the current state of the subject or object of research based on facts that appear to be what they are. The form of legal protection implemented in the case of hit-and-run victims in the INHIL Police area, namely based on Law Number 22 of 2009, cannot yet be implemented effectively, and is also in accordance with other applicable legal regulations, in order to create justice for hit-and-run victims and obstacles. that arise from law enforcement for hit-and-run victims that occur in INHIL Regency consists of 3 aspects, namely internal obstacles consisting of a lack of personnel who handle traffic accidents, external obstacles consisting of a lack of witnesses who saw the hit-and-run accident, and people not wanting to being a witness, and a barrier to collisions between perpetrators and victims, in traffic accidents that cause fatalities. Then there is the added factor of poor road conditions, where the government is responsible for this.
