Abstract
Background: The hotel industry is a support for the advancement of tourism in an area. The hotel industry needs special attention as a business opportunity in the Indonesian economy to boost the national economy. In the service of business actors to consumers must be good, because sometimes the services provided disappoint consumers both in terms of physical and non-physical facilities. Business actors must also guarantee protection for their consumers in the form of the responsibility of the business actor. Law Number 8 of 1999 concerning Consumer Protection which has been made and ratified will provide legal protection for consumers. Objectives: To find out and understand how consumer rights are implemented at the Grand Elite Pekanbaru hotel, Riau Province and to know and understand how the responsibilities at the Grand Elite Hotel are for implementing consumer legal protection for hotel services. Method: The type of research used by the author in this study is the Observational Research methodology by means of a survey, so that the writer goes directly to the field so that he can collect the data obtained for writing this scientific research. explaining laws and regulations, associated with the theory and practice of positive law implementation, which is associated with the problem under study. This study analyzes to the level of description, namely to carry out analysis and present the reality on the ground systematically, so that it is easy to understand and draw conclusions. Conclusion: from the results of the research that has been done, it can be concluded that the Grand Elite Hotel has implemented Law No. 8 of 1999 regarding consumer protection, to increase comfort and service to its customers. The rights and obligations of the parties are that hotel consumers have the right to get hotel services and the hotel is obliged to provide services according to the agreement that has been made. The consumer is entitled to compensation if the hotel does not fulfill its obligations. Legal protection for hotel consumers in the event of a dispute, then it is carried out by way of deliberation first and if no common ground is found, then proceed through the applicable legal procedures.
