Abstract
Tenaga Kerja is everyone who is able to do work to produce goods and or services both to meet their own needs and the community. In achieving a decent life, the issue of wages for freelance daily workers is important. The problem in freelance daily workers is wages and legal protection, namely with late payment of wages and the absence of protection for workers such as economic, social and technical protection. The problems in this study are the Implementation of Legal Protection for PHL (Freelance Daily Workers) If the payment of wages is hindered in carrying out their duties, as well as what form of protection is provided to freelance daily workers and what are the inhibiting factors in the implementation of legal protection for the payment of PHL (Freelance Daily Workers) wages. The method in the research used by the author uses the empirical legal research method to obtain data based on the results of the research. The author conducted research directly visiting the research site to get more accurate data. In this problem, the problem is that wage payments are often delayed due to the lack of APBD to be allocated to workers considering the large number of freelance daily workers. Then workers also do not get protection, both health protection and work safety. What is an inhibiting factor in the implementation of legal protection for workers is the lack of APBD funds which results in workers not getting salaries in accordance with the UMR and unclear employment agreements. Legal protection for freelance daily workers in the provision of wages based on Law No. 13 of 2003 concerning Manpower is an implementation that has not gone well in the form of wages for workers which are partially hampered in the payment of workers' wages due to the delay in the release of budget funds from the local government for the wages of freelance daily workers at SDN Se-Kelurahan Perhentian Marpoyan Pekanbaru City. Employers, in this case, the government has not made a detailed employment agreement on workers' rights, both economic, social and technical, and the inhibiting factor is that the budget provided by the government to freelance daily workers is not in accordance with a decent life.
