Abstract
The country's development is hampered by the increasing problem of smuggling. The increase in smuggling incidents is believed to be influenced by various reasons, such as the vast archipelago area which has many ports of entry and exit that require monitoring, the desire to obtain natural resources from foreign countries, and the rise of smuggling methods. The increase in criminal cases of lobster seed smuggling not only causes significant financial losses worth trillions of rupiah, but also threatens the availability of marine resources, harms the economy of fishermen, and violates state sovereignty in waters. Inhil Police held a press conference regarding the Disclosure of Clear Lobster Seed Smuggling Cases, in 2023 there will be one case and the number of seeds smuggled will now reach 70,800 whose smuggling has been successfully foiled with state losses reaching Rp. 14.1 billion. Based on the background above, the following is a formulation of the problem of how to enforce the law against the criminal act of lobster seed smuggling at the Indragiri Hilir Police Station and what are the obstacles in implementing law enforcement against the criminal act of lobster seed smuggling at the Indragiri Hilir Police Station. The method used in this research is that the author uses a type of sociological or empirical research, or field work in which data and information is obtained directly by visiting the respondent's home, and is carried out by conducting direct research using data collection tools in the respondent's home. In the form of interviews and literature studies, while the nature of this research is descriptive, the aim of descriptive analysis is to describe and describe the data collected as it is and analyze the data, without any intention of making general conclusions or generalizations. The results of this research are that the implementation of law enforcement against the criminal act of smuggling lobster seeds at the Indragiri Hilir Police Station predominantly uses panel facilities or repressive efforts that are guided by the fisheries law which formulates cumulative criminal responsibility. Obstacles in implementing law enforcement against the criminal act of smuggling lobster seeds at the Indragiri Hilir Police Station are the high demand for lobsters from various countries, the difficulty of finding the perpetrators and collecting evidence.
