Abstract

State Attorney (JPN) is a Prosecutor who carries out duties in the Civil and State Administrative Sector based on an Assignment Letter to carry out Law Enforcement, Provide Legal Advice, Carry out Other Legal Actions and provide Legal Services to the Community and or based on a Special Power of Attorney to act inside or outside the Court for and on behalf of the State or Government. The main problem in this research is first, regarding how the process of problems solving in the construction of the electricity network of PT. PLN (Persero) Unit Induk Wilayah Riau Kepri, which crosses Plantation Area of PT. Perkebunan Nusantara V conducted by the Attorney General's Office of the Riau High Court and Second regarding what are the obstacles in solving the problems related to the problem. This study uses the Sociological (Empirical) legal research method, which is descriptive analytical by describing or illustrating the data obtained by using Documentation or Interview Techniques. The research location is the State Attorney's Office at the Riau High Court. The results of this study are the role of the State Attorney as a Mediator in solving problems related to PT. PLN (Persero) Unit Induk Wilayah Riau Kepri, which crosses the Plantation Area of PT. Perkebunan Nusantara V through the Mediation Process. Obstacles in the Mediation process are differences in views and opinions that are still maintained by each party so that they cannot reach a mutual agreement because there is no regulation that specifically regulates the provision of compensation in the development of a Distribution Network.
