Abstract
Public services by the Government apparatus currently still have many weaknesses, especially in the service of making driver's licenses at the Pelalawan Police Station, so that they have not been able to meet the quality expected by the community. This is marked by the existence of various public complaints complaining that the process of making driver's licenses is still ineffective, causing an unfavorable image of the Government apparatus. Given the main function of the government, which is to serve the community, the Government must and must continue to strive to improve the quality of service. Service in making driver's licenses is one of the most visible benchmarks of police performance. The public can directly assess government performance based on the quality of services received, where success in building public service performance in a professional, effective, efficient, and accountable manner will raise a positive image of the Government, especially the Pelalawan Regency Resort Police in the eyes of its citizens. In the thesis entitled "Implementation of Driving License (SIM) Services in the Jurisdiction of the Pelalawan Police Station to Realize Optimal Public Services" is discussed in the problem, namely: How is the effectiveness of services in the implementation of making a driver's license (SIM) at the Pelalawan Police Station and what factors hinder the service procedure in making a driver's license at the Pelalawan Police Station. The method used to answer the problems mentioned above is to use a sociological (empirical) legal research method, which is a data collection technique, where researchers make direct observations of the research object to see closely the activities carried out. Meanwhile, judging from its nature, this research is descriptive analytical. The results of the study showed that overall from the data obtained from the results of the distribution of questionnaires and observations in the field regarding the clarity and certainty of services regarding services in making driver's licenses, that the Satlantas SIM Affairs Office has tried to provide maximum service for the community by providing a complaint box on the outside of the driver's license making office, but the efforts made have not been fully felt by service users who In this case it is society itself. Likewise, the procedures for the services of related officials in providing a clear understanding of the time of making a driver's license are considered still lacking for the community, because there are still complaints about the waiting time for making a driver's license by the community. The inhibiting factors in making a driver's license at the Pelalawan Police Station are: 1) indiscipline from the staff; 2) the lack of awareness and compliance of Satlantas staff and SIM applicants themselves 3) in terms of capacity is still very limited; 4) Lack of professionalism of some officers.
