Abstract
The process of recording letters that previously had to be recorded in the outgoing and incoming mail books can now be stored neatly and sequentially in the SRIKANDI application. However, in practice there are still problems such as several Section Heads who still use manual signatures in the process of administering correspondence, and there are still signatory officials (Lurah) who still do not have Key Phrase (Keywords) to affix electronic signatures. The research objective is to identify and analyze E-Government in the Implementation of Electronic-Based Government Systems in Pekanbaru City (SRIKANDI System in Sukajadi District). The theory used in this research is E-Government according to Zweers and Planque in Indrajir with indicators of Support, Capacity and Value. This study uses a qualitative approach. Informants in this study amounted to 10 people with Sukajadi sub-district as key informants. Data collection techniques by interviews and data analysis using Miles and Huberman techniques. Based on the research results, it is known that E-Government in the Implementation of Electronic-Based Government Systems in Pekanbaru City (the Srikandi System in Sukajadi District) is not optimal, especially on the Support, Capacity and Value indicators. This can be seen from the guidance and socialization of the implementation of the SRIKANDI Application that has not been optimal. This lack of socialization causes a lack of understanding of the general section of staffing in the application of SRIKANDI. Lack of understanding of the general staffing section of the Sukajadi Sub-district Office in the Srikandi application is one of the causes of frequent delays in the input of correspondence to be disposed of to the officials concerned. So it is hoped that the Pekanbaru City government will provide in-depth guidance and socialization or it can also be in the form of training in the implementation of the SRIKANDI Application.
