Abstract

The implementation of both Central and Local Governments is technically inseparable from operational activities that will support the implementation of the Government such as infrastructure facilities in the form of assets, both movable and immovable. Assets are important resources for the government as a support in work. For this reason, assets must be managed properly so that they can be used optimally and effectively so that assets are able to make an optimal contribution to the government in realizing good management. The purpose of this study is to know and discuss asset management at the Dumai City Education and Culture Office in the administrative aspect and to know and analyze the obstacle factors in asset management at the Dumai City Education and Culture Office in the administration aspect. The research method used in this study is using qualitative research methods.Bookkeeping data on regional goods/assets is still found goods/assets belonging to regions that have not been registered and recorded so that the data presented certainly does not show validity or actual conditions in the field. It is necessary to directly examine data from the Dumai City Education and Culture Office to the work units of the Office in order to produce valid data on the bookkeeping of regionally owned goods/assets, and also conduct guidance on work unit leaders and goods management officers through socialization or technical guidance to improve the quality of work unit leaders or goods management personnel in bookkeeping regionally owned goods/assets. The inventory of regionally owned goods/assets has been carried out routinely by the Dumai City Education and Culture Office, which is once a year, but has not reached all work units but is carried out randomly in only a few work units, where previously it was known that there were work units that had not registered and recorded regional-owned goods/assets into the asset list. Reporting activities have been carried out regularly, but there are still a few problems in terms of follow-up reports that have not been fully intensively carried out by the Dumai City Education and Culture Office and the time span for submitting reports between work units to the Office and the Office to BPKAD is short, allowing data on regional goods/assets submitted to seem sudden. The inhibiting factors in this study are the lack of socialization of procedures for recording regionally owned goods/assets and Technical Guidance to goods management officers in the Office work unit to improve competence in managing regional-owned goods/assets, not optimal examination of data on regional-owned goods/assets in all Office work units and the short time span for reporting regional-owned goods/assets between the Office work unit to the Office and the Service to BPKAD.
