Abstract

The purpose of this study was to identify and analyze job placement and job transfers at the Bukit Raya District Office, Pekanabaru City. This study used a qualitative descriptive method. The population in this study amounted to 52 people. The sampling technique in this study used a purposive sampling technique, which involved 30 civil servants and 5 village heads with a total of 35 people. Data collection techniques in this study were observation, interviews and questionnaires. The results of the study indicate that the placement and transfer of positions has not been maximally carried out at the Bukit Raya District Office, Pekanbaru City. The effectiveness of employee placement can be seen from the suitability of employee placement with educational background, and employee work abilities. the transfer of positions is still not implemented properly, because there is still a family and political system. If it is oriented towards real needs, it is still far from being implemented, because there are findings that employees who are not professional in occupying a position after being transferred. The implementation of mutations and placements must be in accordance with educational background factors, work abilities and work motivation of employees so that the results given are maximum.
