Abstract
The policy of implementing social assistance programs in Bagan Batu Village, Bagan Sinembah District, Rokan Hilir Regency is a service function carried out in the village in order to realize prosperity. Where the purpose of this study was to find out and explain the role of the lurah in distributing social assistance to the community in the Bagan Batu Village area, Bagan Sinembah District, Rokan Hilir Regency. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants from the Village Head of Bagan Batu City, Bagan Sinembah District, Rokan Hilir Regency Social ServiceRegency Rokan Hilir, Bagan Batu Kota Village Staff and also Social Assistance Recipients. The results of the study show that the results of the Bagan Batu Kota Village Head have played quite a role but not optimal, this can be seen from several indicators such as: Active role in this indicator Bagan Batu Kota Village Head has played a fairly active role in the distribution of aidsocial this matterproven with the lurah directly involved in the field to validate the affected community even though the lurah has limited time to validate all public however, the lurah coordinates with the existing RT and RW heads. The participatory role carried out by the Bagan Batu Kota Urban Village Head is still less participatory, this can be seen from the village head not being able to do his best to answer all community concerns regarding the distribution of Social Assistance because the budget and quotas are indeed limited. The passive role carried out by the Bagan Batu Kota Urban Village Head has been quite implemented, this is because the village head came directly to the POS Office to ensure the distribution of the Social Assistance to the people registered to receive it.
