Abstract
The development conflict between the Penghuluan Meranti Makmur and the Penghuluan Bahtera Makmur occurred as a result of the establishment of the Meranti Makmur kepenghuluan office building in the Bahterah Makmur kepenghuluan area, where the Regional Government of Rokan Hilir Regency through the Public Works and Spatial Planning Office has issued a budget for the construction of the office, where this is what became conflict between the two principalities. Where the purpose of this study was to find out and identify the role of the Bagan Sinembah sub-district head in conflict resolution for the development of the Penghulu Meranti Makmur Office, Bagan Sinembah District. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants Head of the Tapem Section of Rokan Hilir Regency, Plt. Head of the PMD Rohil Service, Bagan Sinembah SubDistrict Head, Head of Penghuluan Meranti Makmur, Head of Penghuluan Bahterah Makmur, LPMD Meranti Makmur, LPMD Bahterah Makmur, community leaders. The results of the study show that the sub-district or subdistrict government as the leader in the sub-district area has played a significant role, but this is not optimal, this can be seen from several indicators such as: FirstRoles/ruleswhat was there was clear but communication to the community was not strong enough and also the headmaster of Bahterah Makmur did not prioritize the principle of deliberation. SecondPersonal/individual carried out by the sub-district head is good enough where the sub-district head often coordinates with relevant agencies so that a solution to this development conflict can be quickly found, and the sub-district head has also gathered several parties, including the headman, BPKep, and community leaders in the prosperous Meranti Penghuluan together with the prosperous ark chief, BPKep, FigurePublic, RT and Rw, there was a tough debate related to this issue. ThirdStructure that has been carried out by the Camat, Bagan Sinembah. The pattern of resolution carried out by a special team specifically aimed at resolving this conflict took a long time and was protracted.
