Abstract
High or low levels of public participation in the general election can not be separated from the involvement of the community and the strategy of the General Election Commission (GEC) as the organizer. GEC Siak in this case is required to determine the strategy or efforts made as a form of responsibility in increasing voter participation. Not only that, the decline or degradation of the quality of the implementation stages carried out in the midst of the Covid-19 pandemic has the potential to cause malpractices in the implementation process, ranging from updating voter data, verifying the terms of support for individual candidates, campaigns to the voting stages. The purpose of this study is to determine the analysis of the strategy of the General Election Commission (GEC) of Siak regency in increasing voter participation during the Covid-19 pandemic in the 2020 Regent and Vice Regent elections. To answer the problems in this study, qualitative research methods are used with several informants who are sources of information. The results of this study describe that the strategy of the Siak KPU in increasing voter participation in the election of Regents and Vice Regents in 2020 amid the covid-19 pandemic, in an effort to increase voter participation, namely by building three strategic steps, namely election information socialization, political education and voter data updating. These three strategic steps of the Siak GEC are intensely carried out either directly in several places in Siak regency or indirectly by utilizing social media, electronic media and print media. The strategic steps built by this organizer have a great influence on community involvement in providing voting rights in the Siak regency Regional Head election when viewed from the voter participation rate which increased by 68.87% when compared to the previous election participation rate which was carried out under normal conditions.
