Abstract

The implementation of the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 30 of 2020 in online service testing at the UPTD Motor Vehicle Testing of the Kampar Regency Transportation Service in carrying out the implementation of motorized vehicle testing services is hampered by the quality factor of human resources who still have high school education and are old. The theory used based on Van Meter and Van Horn is called A Model of the Policy Implementation that policy implementation is influenced by 6 (six) variables. The research method used is analytical descriptive with a qualitative approach. The results of this study show that the implementation of the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 30 of 2020 concerning Testing Types of Motorized Vehicles at the UPTD Testing Motorized Vehicles in Kampar Regency has been implemented quite well. This can be seen from the 6 (six) implementation indicators that have been fulfilled, namely: Policy Standards and Targets; Resources, that Human Resources at the UPTD Motor Vehicle Testing of the Kampar Regency Transportation Service are still lacking but are in accordance with their respective competencies, Characteristics of the Executing Organization, regarding Standard Operating Procedures already exist, it's just that people still don't understand; Disposition; Communication and the Social, Economic and Political Environment. The inhibiting factors for the implementation of online services at the UPTD Motor Vehicle Testing of the Kampar Regency Transportation Service in carrying out the implementation of motorized vehicle testing services are hampered by the quality factor of human resources who still have high school education and are old so they are less tactical in service, limited technical officers to test vehicles and still lack outreach to the community regarding the online system that has been implemented.
