Abstract

The main objective of this study is to analyze and explain the Implementation of Infrastructure Development Policy during the Covid 19 Pandemic at the Public Works and Spatial Planning Office of Rokan Hulu Regency. This type of research is descriptive qualitative. The number of research informants was 10 people with the Head of the PUPR Service as the key informant. Data collection techniques by interviews and data analysis in this study used on-site data analysis techniques developed by Miles Huberman. The results of the study revealed that the Implementation of Infrastructure Development Policy during the Covid 19 Pandemic at the Public Works and Spatial Planning Office of Rokan Hulu Regency had not been implemented optimally and needed to be further improved, especially in terms of communication, resources and bureaucratic structure. The PUPR Office of the Rokan Hulu Regency continues to make every effort to maintain the sustainability of infrastructure projects in the midst of the COVID-19 Pandemic. One of the infrastructures that plays an important role in supporting the recovery of the national economy is roads and bridges that help smooth logistics distribution and interregional connectivity. Considering that economic development such as roads and bridges is an effort to increase connectivity, strengthen infrastructure competitiveness, and accelerate transportation development which encourages the strengthening of the national industry.
