Abstract

PPRG is a tool for implementing PUG in planning and budgeting policies. In accordance with Presidential Instruction 9 of 2000 concerning Gender Mainstreaming in National Development and mandated in the 2010-2014 RPJMN. Gender Responsive Planning and Budgeting (PPRG) acts as a government strategy to ensure that men and women have access, participation, control and fair benefits in development. his study attempts to analyze the Implementation of Gender Responsive Planning and Budgeting Policies (PPRG) in Riau Province with a descriptive qualitative research type with data collection techniques through in-depth interviews, observation and documentation as well as literature studies. The research data was collected by interviewing 6 informants from the Riau Province PUG OPD drivers consisting of; Bapedalibang, BPKAD, Inspectorate, Pemdesdukcapil Office, PUG facilitator and as key informant Head of Gender Mainstreaming Women's Empowerment Division DP3AP2KB. The results of the research show that the implementation of PPRG in Riau Province is not an easy thing, there are many challenges and obstacles encountered in its implementation. The theory of Daniel Mazmanian and Paul A. Sabatier... with three (3) variables, namely: 1. The characteristic indicator of the problem which is the most severe challenge is the understanding of the importance of integrating a gender perspective in all fields and stages of development. There are several OPDs that do not understand the PPRG policy, this can be seen from the GBS that has not been made, GBS that are not in accordance with the operational guidelines, and GBS that are not signed by the Head of Service. In fact, GBS is the first step in the implementation of the PPRG policy. 2. Characteristic indicators of policies where commitment is also a challenge faced in the implementation of PPRG. In terms of consistency and clarity of rules, there are no problems with the PPRG policy, but in practice, there are obstacles in the implementation of PPRG in Riau Province. 3. Indicators of environmental variables where the environment plays a role in PPRG implementation starting from social conditions, resource conditions, human resources, facilities and infrastructure conditions, to attitudes and cooperation of PPRG drivers in PPRG implementation in Riau Province. Culture is also an obstacle that is very difficult to change because it is related to daily norms and habits in society.
