Abstract

This study aims to analyze the coordination function of the Regional Development Planning Agency in the implementation of regional innovation in Rokan Hilir Regency and the inhibiting factors in the implementation of the Regional Development Planning Agency's coordination function in the implementation of regional innovation in Rokan Hilir Regency. The variables of this research are factors that affect coordination which consists of four indicators, namely: Unity of Action, Communication, Division of Work and Discipline. The research method used is a qualitative research method. Informants in the study were government officials in charge of carrying out data collection and reporting of regional innovation data in Rokan Hilir Regency. From the results of the study, it is known that the implementation of the coordination function of the Regional Development Planning Board of Rokan Hilir Regency in the implementation of data collection and reporting of regional innovations in Rokan Hilir Regency has not been carried out properly. The factors that hinder the coordination function of the Regional Development Planning Board in implementing regional innovations are, among others, due to: The low commitment of attitudes and behavior of individuals in each OPD to create and develop innovations and there is no mutual agreement regarding the obligation of OPD to report various innovations. existing area. Dissemination of Regulations on Regional Innovation has not been implemented properly. The current flow of information on data collection and reporting on regional innovations is still temporary. The Regional Research Agency (Balitbangda) of Rokan Hilir Regency has not yet been formed and also a special field in Bappeda (Field of Research and Development) and has not yet stipulated a Regional Regulation in Rokan Hilir Regency regarding the implementation of regional innovations. For this reason, it is hoped that the Regional Government of Rokan Hilir Regency will immediately stipulate Regional Regulations in Rokan Hilir Regency regarding the implementation of regional innovations and establish the Rokan Hilir Regency Regional Research Agency (Balitbangda) in supporting the implementation of data collection and reporting activities for regional innovations in Rokan Hilir Regency.
