Abstract

This study aims to determine the extent of the implementation of the Non-Cash Food Assistance (BPNT) program in Kuantan Tengah District, Kuantan Singingi Regency. The main problems in the research are: inaccuracies in the distribution time each month; many unfilled balances or zero balances are found; inaccurate targeting of Non-Cash Food Assistance (BPNT) recipients. The theory used in this research is the theory of Van Meter and Horn. Assessment indicators include policy standards and targets, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, and the external environment. The method used in this research is descriptive research with a qualitative analysis approach. The location of this study was in Kuantan Tengah District, Kuantan Singingi Regency with 1 key informant Head of the Social Service for Community and Village Empowerment of Kuantan Singingi Regency and 10 informants, namely Head of the Social Service for Community and Village Empowerment of Kuantan Singingi Regency, Head of Kuantan Tengah District Head of Section Community and Village Empowerment in Kuantan Tengah District, BPNT Assisting TKSK, Village Head, and the community. Types and collection techniques, namely primary data collected by interview techniques and secondary data collected through documents, books, and documentation records. While the data analysis technique used is to use triangulation tools. Based on this analysis technique, the researchers assessed and concluded that the implementation of the Non-Cash Food Assistance (BPNT) program in Kuantan Tengah District, Kuantan Singingi Regency was quite well implemented. The suggestion in this study is that the government should carry out special socialization regarding the Non-Cash Food Assistance (BPNT) program to the public and also pay more attention to human resources and financial resources of the implementing agents of the Non-Cash Food Assistance Program (BPNT).
