Abstract
Congestion on highways brings new adverse consequences for human activities. Congestion is not very good when carrying patients who are in need of help, especially for ambulance transportation. When ambulance drivers take patients, congestion poses a threat to their safety. Many social communities gathered to escort ambulances as highways were often congested. The purpose of these social communities is basically to maintain order on the highway and pave the way for ambulances to move freely. The formulation of the problem in this study is how law enforcement against ambulance escort communities who commit violations in driving on the highway in the jurisdiction of the Pekanbaru Police and what are the obstacles in law enforcement against civilians who carry out ambulance escorts in the jurisdiction of the Pekanbaru Police. The research method used is empirical legal research with a sociological research nature. The research data was taken from primary materials by conducting interviews with research subjects, namely the Pekanbaru City Police Station and the RPAI community. Then secondary legal materials are laws, books, and research journals and tertiary legal materials, namely supporting data from the internet. Legal arrangements for ambulance escort communities in driving on the highway are regulated in Article 134, Article 135 paragraph (1) (2) (3) and Article 287 paragraph (4) where in fact the ambulance escort community does not have the right to open access to ambulance travel that is carrying emergency patients. While ambulances have the priority right to drive without heeding traffic rules on the highway such as road markings, road intersections, traffic lights, and others. Law enforcement against ambulance escort communities carried out by law enforcement officers is ticketing and follow up when they see the community directly carrying out escort activities. Ticketing sanctions are given in accordance with the legal provisions of Article 287 of Law Number 22 of 2009 concerning Road Traffic and Transportation (LLAJ). Factors that become obstacles in law enforcement against these communities are state officials who still lack personnel, people who still lack knowledge about traffic law provisions, culture and customs in the community that are still tolerated even though it is a violation of the law, facilities and infrastructure are not yet qualified to affect access and implementation of legal decisions made.
