Abstract
This research discusses the abuse of narcotics of the type of shabu-shabu, where the abuse of narcotics and illegal drugs is a transnational crime, the jurisdiction of the Pelalawan Police is one of the areas that has a fairly high number of narcotics abuse of the type of shabu-shabu. considering that narcotics abuse includes trading and production activities. Transnational crime is a type of organized and planned crime. Based on Article 1 paragraph (15) of Law No. 35 of 2009 concerning narcotics, narcotics abuse is a person who uses narcotics without rights or against the law. The formulation of this research is: First, what are the factors that cause the abuse of shabu shabu in the jurisdiction of the Pelalawan Police. Second: What is the modus operandi for the abuse of shabu shabu in the jurisdiction of the Pelalawan Police. Third: what are the efforts to overcome the use of shabu shabu narcotics in the jurisdiction of the Pelalawan Police.. In this research the researcher uses a type of sociological legal research or empirical law and the researcher does this in "observation research" by means of a survey, namely by going out into the field to obtain accurate information and data, while the nature of this research is analytical descriptive, namely the researcher provides an overview and analyzes from complete, detailed and clear statements in this research and in this research the author uses a sample with the main data used in this research being primary data using data collection tools in this research through interview and questionnaire methods and secondary data only as supporting data . This research uses an inductive conclusion drawing method. Based on the results of research and discussions that researchers found. First: Regarding the factors that influence narcotics abuse in the jurisdiction of the Pelalawan Police, namely. Curiosity Factor, Environmental Factor, Family Factor, Dependency Factor. Second: The modus operandi for abusing shabu shabu is that you have to use an assembled tool. After the tool is assembled, the shabu is then put into a Pyrex pipette and then simultaneously burned using a small fire and inhaled through a plastic straw. Third: With regard to efforts to overcome the abuse of shabu-shabu narcotics in the jurisdiction of the Pelalawan Police, the Pelalawan Narcotics Unit is carrying out 3 efforts, namely Pre-Emtive, Preventive and Repressive Efforts.
