Abstract
The development of narcotics abuse is increasing day by day, and is also one of the causes of damage to the morals of a nation. The government has issued regulations governing the handling of children who are perpetrators of criminal acts of narcotics abuse, namely Law of the Republic of Indonesia Number 35 of 2009 concerning Narcotics. Meanwhile, children who are perpetrators of criminal acts or crimes are regulated in Law of the Republic of Indonesia Number 11 of 2012 concerning the Child Criminal Justice System and Law Number 35 of 2014 concerning Child Protection. Meanwhile, this research method is Empirical or Sociological, namely by means of a survey, in which the author goes directly to the location of this research to obtain the necessary data using data collection tools in the form of interviews with respondents. The nature of this research is descriptive, which means this research provides a clear picture. and detailed research results on the factors causing the abuse of narcotics crimes by children in the legal area of the Indragiri Hilir Police, the modus operandi of abuse of narcotics crimes against children in the legal area of the Indragiri Hilir Police and efforts to overcome narcotics crimes in the legal area of the Indragiri Hilir Police. There are also factors that cause the abuse of narcotics crimes by children in the legal area of the Indragiri Hilir Police, namely because they want to be considered cool or just try and join in as a result of the influence of the social environment, family factors are lack of love and attention from parents and not there is guidance from parents regarding the dangers of narcotics and a lack of education by law enforcement officers, especially in the Indragiri Hilir Police jurisdiction regarding the dangers of narcotics to children. The modus operandi of abusing narcotics crimes against children in the jurisdiction of the Indragiri Hilir Police, the modus operandi of distributing narcotics to children is even more difficult, because children carry out the method not solely because of money but because of the relationships in their environment, developing this modus operandi is a difficult job for the Indragiri Hilir Police because children can trick the Indragiri Hilir Police as couriers, children are rarely seen appearing suspicious to the Indragiri Hilir Police. Efforts to overcome narcotics crime in the Indragiri Hilir Police jurisdiction, so that children do not fall into narcotics abuse Indragiri Hilir Police conduct education in schools and the dangers of narcotics, the community and all children's needs can be replaced through more positive activities such as sports, music and social activities can be alternative activities for children and the attention of parents who are committed to paying attention to what children achieve.
