Abstract

Civil Servants must be of high quality and responsible for carrying out the tasks assigned to them. In government agencies, discipline is the main asset that must be owned because it is about the delivery of public services. However, the reality on the ground speaks differently because there are still civil servants who are not aware of their duties and functions, so that there are still imbalances in carrying out their duties and often cause disappointment in the community. Undisciplined behavior of officers still occurs frequently in daily life, such as some officers who arrive late to work or leave earlier than the set working hours, indicating poor quality of officers and it reflects a lack of awareness. The problem being faced is the lack of discipline in complying with obligations as civil servants in the province of Riau so that it can hinder the smooth running of work. Civil servants should be an example for society so that people put their trust in the state apparatus. In an effort to realize this high discipline, civil servants must always be on standby to carry out the functions that have become their obligations as well as possible, but based on the facts on the ground in the Riau provincial staffing agency they still commit disciplinary violations which cause employee performance to be ineffective. The focus of the research to be studied is First, the Application of Disciplinary Punishments for Civil Servants Based on Government Regulation Number 94 of 2021 as Implementing Regulations for the Provisions of Article 86 Paragraph (4) of Law Number 5 of 2014 at the Regional Civil Service Agency of Riau Province. Second, the Government's Efforts to Improve Discipline for Civil Servants Based on Government Regulation Number 94 of 2021 As Implementing Regulations for the Provisions of Article 86 Paragraph (4) of Law Number 5 of 2014 at the Regional Personnel Board of Riau Province. The research method used is the deductive method of drawing conclusions, namely conclusions drawn from theories that are general to specific. From this study it was found that the application of disciplinary punishment for Civil Servants at the Riau Province Regional Civil Service Agency was a respectful discharge not at his own request and the imposition of a disciplinary punishment of demotion to a lower level for 3 years. As well as the Government's efforts to increase the discipline of Civil Servants at the Riau Province Regional Personnel Board by enforcing strict rules and sanctions, training and self-development, increasing welfare, appreciation and recognition, improving communication and coordination, and forming a culture of discipline.
