Abstract

This study aims to find out and explain the morale of employees in the Social Service of Rokan Hilir Regency and to find out and explain the obstacles to employee morale in the Social Service of Rokan Hilir Regency and to find out what policies should be done to increase employee morale. Morale is the mental attitude of an individual or group that shows enthusiasm to carry out their work so that they are able to work together and be able to complete tasks on time with a sense of responsibility for the work assigned to them. The formulation of the research problem is, How is the Work Spirit of Employees in the Social Service of Rokan Hilir Regency? and what are the factors that hinder the implementation of employee morale in the Social Service of Rokan Hilir Regency? And what policies should be done to increase employee morale? This research uses qualitative research method with descriptive research type. The key informants in this study were the Head of the Social Service of Rokan Hilir Regency and the Secretary of the Social Service of Rokan Hilir Regency, while the main informants were employees of the Social Service of Rokan Hilir Regency. Based on the results of research and data analysis shows that: (1) Employee morale is so low, especially in the case of absent/alpha without information, caused by lack of firmness and lack of supervision from the social service leadership towards employees who are absent or alpha, (2) There are still employees those who are late for work are caused by the lack of discipline of employees in working at the Rokan downstream district social service, (3) employees who are not on time in completing their work due to the lack of incentives given to employees who are given jobs at the Rokan downstream district social service, and ( 4) Employees who do not carry out their duties in accordance with the main tasks and functions assigned by their superiors are caused by a lack of employee responsibility in carrying out their main duties and functions at the Rokan downstream district social service.
