Abstract

This research discusses the implementation of the Local Government Information System (SIPD) in performance-based budgeting development at the governmental body responsible for overseeing education, youth affairs, and sports initiatives in Kampar Regency. The objective of this study is to ascertain the methods by which and what impacts the implementation of SIPD has on the development of performance-based budgeting at the DISDIKPORA of Kampar Regency. In this research, the theory of public policy implementation proposed by George C Edward III is utilized as the theoretical foundation. Data collection methods include interviews to understand the actual situation. The results of the research indicate that, in general, the employees at the DISDIKPORA of Kampar Regency are aware of the significance of SIPD, as seen from their understanding of its definition, benefits, objectives, as well as the required inputs and the outputs generated from its processing. There are inhibiting factors that hinder the optimal implementation of SIPD at the DISDIKPORA of Kampar Regency. Some findings, benefits, and conclusions from the implementation of SIPD in performance-based budgeting include the efficiency in budget management, transparency and accountability in the budget reporting process, performance measurement based on performance indicators, better and more accurate reporting, and more effective monitoring and evaluation of policy and program implementation. Overall, the implementation of SIPD in the performance-based budgeting at the DISDIKPORA of Kampar Regency can yield substantial advantages in the realm of financial management.
