Abstract
The existence of street vendors in Mandau District continues to be an issue that is difficult to resolve. The various efforts that have been made by the Bengkalis Satpol PP have not been able to regulate the existence of these street vendors who keep popping up. As a result, it becomes jammed and hampers the beauty of urban planning. This research method is qualitative, with data collection techniques using observation, interviews, and documentation, and the results are analyzed with descriptive qualitative. The results of the study concluded that: 1) Overall, the role of the Satpol PP in the Regulation of Street Vendors in Mandau District, Bengkalis Regency, has not run optimally. In terms of interpersonal roles, Satpol PP plays a role in collaborating with related agencies, building and fostering street vendors in Mandau District. In terms of roles related to information, Satpol PP plays a role in socializing Bengkalis regional regulations regarding general weaving as well as acting as a spokesperson between shop owners, street vendors and the community in Mandau District. In terms of the role of the decision maker, the Satpol PP has attempted to issue a warning letter but has been ignored. There have even been attempts to negotiate by carrying out preventive measures by bringing together, giving warnings, relocating, and also providing financial assistance in the amount of Rp. 2 million for free, but this has proven to be ineffective because The street vendors returned to selling at the same place. 2) There are factors inhibiting the role of the Civil Service Police Unit in the Regulation of Street Vendors in Mandau District, Bengkalis Regency, namely the lack of human resources, preventive efforts that are ignored by street vendors, resistance from street vendors and related groups, to conflicts between economic needs and regulations
