Abstract

This study aims to analyze the effectiveness of the performance of the Youth Sector at the Youth and Sports Service in youth development in Siak Regency and the dominant factors influencing the effectiveness of the performance of the Youth Sector. The variable of this research is organizational effectiveness. The research method used is a qualitative research method. Informants in the study were government officials tasked with carrying out youth development at the Siak Regency Youth and Sports Office, Chairperson of the Siak Regency Youth Organization and participants in Youth Development activities. From the research results it is known that the performance of the Youth Sector in carrying out youth development has been effective and carried out in accordance with the expected goals. The driving factors for the successful implementation of youth development in Siak Regency include: 1) Youth development in Siak Regency is carried out based on youth problems that currently occur frequently, 2) The Youth Sector involves the community, community leaders and youth leaders in implementing youth development, 3) There is a good commitment from internal organizations or other institutions or agencies in carrying out youth development, 4) In carrying out youth development activities, the Youth Sector is always guided by the Standard Operational Procedures for implementing activities and the Implementation Guidelines/Technical Instructions (Jukla-Juknis) that have been stipulated. Factors that hinder the implementation of youth development in Siak Regency include: 1) Lack of experts in the Youth Sector, so that the programs or activities carried out are very limited, 2) Availability of the funding budget for youth development causes various youth development programs to not be implemented sustainably. For this reason, it is hoped that the Regional Government of Siak Regency will pay attention to the availability of human resources for implementing activities and also an adequate funding budget so that youth development in Siak Regency can be carried out in a sustainable manner.
