Abstract

The research aims to analyze and explain how the strategy of the Cooperative Service and SMEs in Pekanbaru City in formulating a work plan. The Ministry of Cooperatives and small and medium-sized micro-business (MSME) of Pekanbaru City is a fully responsible institution for all existing cooperatives in Pekanbaru City. The various problems and challenges faced by cooperatives and SMEs include the structure of national business actors still dominated by informal micro-businesses and have access to resources, inadequate HR capacity, and limited contributions. This research uses qualitative writing methods with descriptive data review. In data collection conducted through library and field research using observation and interviews and documentation. Research informant is the head of service, secretary, institutional field, functional field as well as the head of the financial subsection. Based on the results of this study show that the performance of the Cooperative Service and SMEs in Pekanbaru City are good in the strategy of formulating a work plan. However, there are still weaknesses that research meet in implementing a Work Plan that will later have little impact on performance in the cooperative service and Pekanbaru City SMEs in running all work programs that have been created.
