Abstract
ABSTRACT Controlling homeless people and beggars is carried out by Civil Service Police Unit (Satpol PP) officers in collaboration with the Social Service and the police. Raids on homeless and beggars are carried out continuously between agencies by conducting raids in public places where they usually conduct homeless and beggars so that valid data is obtained on homeless and beggars periodically. In the program the regulations enforced to control homeless and beggars in the city of Pekanbaru are still not optimal with social order problems not yet being resolved, because the numbers shown still show the ups and downs of the number of homeless and beggars from the program implemented by the Civil Service Police Unit. As for the problem in this study, namely first, what is the role of the Civil Service Police Unit in tackling homeless people and beggars based on Pekanbaru City Regional Regulation No. 12 of 2008 concerning Social Order. Second, what are the obstacles faced by the Civil Service Police Unit in tackling homeless people and beggars based on Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order. The research method that the author uses is a type of empirical sociological research method, namely the type of research carried out in a non-doctrinal or survey way where surveys are carried out directly in the field. The nature of this research is descriptive qualitative, then the data used uses primary and secondary data. In drawing conclusions the author uses the method of inductive thinking, namely a statement that is general in nature becomes a statement or blunt that is specific. Regarding the results of the research and discussion that the authors found Based on the results of the research seen from the norms, structure in the organization, structure in society, it can be concluded that the role of the Civil Service Police Unit in controlling midwives and beggars in the city of Pekanbaru, especially the Arengka Morning Market in carrying out their duties in accordance with city regional regulations Pekanbaru Number 12 of 2008 CHAPTER V article 8 Enough role. As the Civil Service Police Unit has carried out according to service operational standards. But Midwives and Beggars are still returning after the Civil Service Police Unit has taken control of midfielders and beggars. The Civil Service Police Unit has done various things and efforts to control midwives and beggars in the city of Pekanbaru, especially the Arengka morning market in accordance with regional regulation number 12 of 2008.
