Abstract
The importance of the basic premises of settlements for human life and supporting factors in the conduct of various activities as well as the presence of premises according to standards to create a decent, healthy and comfortable settlement or habitation and to avoid dirty settlement. Based on the existing conditions of the road network there are some points of damaged road conditions such as sloppy and uneven, the condition of the drainage facility that continues not running properly for the function of draining water or waste and the accommodation still there is scattered garbage and illegal disposal site. The purpose of this research is to identify the state and level of the PR process as well as the steps involved in achieving the goal of the Standar Pelayanan Minimal (SPM) PR dasar lingkungan permukiman in Bangkinang. The method that is used is called the mixed method, or campuran method. The deskriptif kualitatif method is used to identify the state of the drain, perspiration, and jalan jaringan as well as the penanganan upaya in the SPM target with the stalkholder. Subsequently, a quantitative deskriptivity method is used to identify the dasar prasarana threshold using a technique called structural picture analysis based on SPM indicator. Based on the analysis carried out the level of service the road has received the criteria of service "good" with accessibility index results 15,05 km/km2 and road conditions 97%. On the drainage site obtained the criterion of service level "bad" with the result of the reduction of the landlocked area dealt with 45% and for the residential site already got the criters of the service level of good with the service of transportation of garbage 91% and waste management 238%. Based upon the results of the research, the government needs to make improvements on all the site but the most important is the problem of draination so that there is no flood in the rain
