Abstract

The development of potential land for settlements in East Dumai District needs to be carried out in a sustainable manner by paying attention to the suitability and carrying capacity of the land. Currently, East Dumai District faces the problem of rapid population growth and density that is not proportional to the availability of residential land. This leads to an increase in the need for land, increases pressure on existing land, and can result in unplanned land conversion. This study aims to analyze the suitability and carrying capacity of residential land, so that potential land suitable for settlement development in the area can be identified. Quantitative methods are used to achieve this goal, with an assessment system that measures land suitability through score calculations. The conformity analysis was carried out using overlay and scoring techniques, while the carrying capacity was calculated based on three variables: the number of population, the standard area of space needs per capita, and the appropriate land area for settlements. The results of the analysis show that the S1 (Very Suitable) category land reaches 43.28% spread across all villages in East Dumai District, making it a top priority for new settlement development. Land in the S2 category (Quite Suitable) reaches 34.62% spread across all villages in East Dumai District, which can also be developed with good planning. Areas with optimal carrying capacity, such as Bukit Batrem, Jaya Mukti, Tanjung Palas, Buluh Kasap, and Teluk Binjai, must be focused on the development of new settlements. This identification prioritizes S1 class land for settlement development and considers S2 land with careful planning for the improvement of the quality of life of the community.
