Abstract
Children are the next generation of the nation who have specific characteristics and needs in understanding the environment around them, so they need special guidance and legal protection to ensure the development of these children. Many employers employ children but do not meet the requirements in sccordance with statutory regulations. The problem formulation for this research includes identifying which legal protection for minor workers is based on Law Number 13 of 2003 concerning Employment and what challenges arise when enforcing the legal protection for underage workers. This thesis's research employed an empirical or sociological research methodology that entails on-the-ground investigation. Tools for gathering data for this study included documentation, interviews, and observation. This study's descriptive design aims to present a thorough overview of the legal protections afforded to juvenile workers under Law Number 13 of 2003 concerning Employment. Based on the research findings, the author draws the conclusion that Law Number 13 of 2003 concerning Employment provides some legal protection for minor employees in the form of 2 (two) prohibitions and restrictions on hiring underage workers, although there is still very little enforcement of these laws. Internal factors, such as a shortage of supervisors from the Riau Province Manpower and Transmigration Service, and external factors, such as a lack of public awareness about the legal protections for underage workers, contribute to the challenges encountered in implementing these protections.
