Abstract
Limbungan Subdistrict and Lembah Sari Subdistrict are recorded as the areas most frequently hit by floods, namely that there are 6 flood disaster points in East Rumbai District with flood heights ranging from 20 cm to 1 meter with 40 families affected and the number of residents affected is 160 people ( Pekanbaru City BPBD, 2023). The assessment of the level of vulnerability of threatened areas is carried out to reduce the level of loss and population exposure due to disasters, so that when a disaster occurs the government can determine which areas are priorities for handling disaster mitigation. The aim of this research is to determine the level of vulnerability in East Rumbai District. This research uses a quantitative descriptive method to describe the basic physical conditions of East Rumbai District based on social vulnerability, environmental vulnerability, physical vulnerability and economic vulnerability using maps. Then weighting is carried out for each condition of each variable which then becomes input into the hazard level analysis using overlay analysis with the help of GIS software. The sample in this study was 100 families. Based on the results of the overlay analysis, the level of vulnerability to flood disasters in East Rumbai District is in the high category, with details in Limbungan Village being at high flood risk disaster vulnerability, the overlay result value is 9.0 and in Lembah Sari Village being at high flood risk disaster vulnerability. overlay result of 10.0.
