Abstract

The PDAM institution has a function to coordinate its members in serving the needs of the community, namely the fulfillment of clean water needs as one of the basic needs of the community. PDAM Pangean often experiences obstacles in the form of clean water management in PDAMs that are still below ideal criteria, namely, low quality of service, unprofessional management to inefficient field problems, such as technical problems, namely machines that are often damaged, so it takes a long time to repair. These problems can be seen that the institutional management of clean water in PDAM Pangean District is not effective in carrying out its functions. Therefore, an appropriate institutional management model is needed to solve and provide solutions for PDAM Pangean District and all its users. The analysis used in this research is descriptive qualitative analysis. It is known that the existing condition of clean water management in PDAM has a pump production capacity of 10 liters / second; with distribution units and service areas covering in Dusun Bunga Tanjung, Dusun Pasar, Dusun Remaja, Dusun Cempaka and Dusun Penghijauan; PDAM container capacity can cover 40 cubic liters of water; Quality of Service from Tangibles, has not fully equipped itself with work equipment, work equipment and service facilities; Realiability, has provided services as promised accurately and reliably; Responsiveness, all PDAM employees are slow in responding to complaints in order if there are many complaints that must be responded to; Assurance, providing guarantees to the community for services provided that meet the criteria; Empathy, Employees have sufficient empathy in providing services; Supporting Factors, employees have good working relationships, are able to interact with customers in handling problems, provide education and training to learn as technicians to be able to repair machine damage if there are problems; The inhibiting factor is that the awareness of PDAM managers is still very lacking as seen from the quality of service provided by officers to the PDAM user community; Rule Factors, there are no fixed rules in the implementation or service of PDAMs causing disorderly employee services to the community and delayed handling in problem solving; Organizational Factors, the organizational structure is still very lacking, there is no hierarchical structure down to take care of each functional position so that it is one of the factors causing slow handling in responding to complaints from PDAM users; The right PDAM institutional model is a centralized institution based on the many agencies and the role of the community involved in it so that it allows the Institutional Management of PDAM Pangean District to be better.
