Abstract

Worker protection is very important in work practices because it helps protect workers from risks in the work environment. PT. PLN (Persero) UP3 Pekanbaru, one of the PLN service implementation units which has the highest risk workload, especially those working in the technician service section whose work is in direct contact with high voltage equipment. The possibility of work accidents occurring is high if occupational safety and health are not implemented, such as electric shocks, explosions and fires as well as occupational diseases. From the background above, the problem studied is how legal protection is for employee work safety at PT PLN (Persero) UP3 Pekanbaru based on statutory regulations and what obstacles and efforts are being implemented to provide legal protection for work safety and health for employees at UP3 Pekanbaru. In this research, the type of research used by the author is an empirical legal research method, namely reviewing applicable legal provisions by going directly into the field to obtain research data using interview and documentation data collection tools. The population and samples were taken using techniques Purposive Sampling namely determining a sample with characteristics and criteria that are in accordance with the research objectives. The method of drawing conclusions is a deductive method, namely drawing conclusions from a general problem to the concrete problem being faced. The results of this research show that PT PLN (Persero) UP3 Pekanbaru has provided employee work safety and health protection in accordance with Article 86 Paragraph 1 of Law Number 13 of 2003 concerning Employment. UP3 Pekanbaru provides protection in the form of personal protective equipment and equipment that complies with operational standards, supervision of K3, job training, and registering its employees with the BPJS Employment program, but in its implementation there are still several obstacles. The obstacles that occur in the field are the failure to fulfill workers' obligations in Article 12 of Law Number 1 of 1970 concerning Work Safety, workers not using personal protective equipment properly, such as wearing gloves that are not suitable for use, using inappropriate protective hats, and there are still Some K3 supervisors do not have sufficient competency due to waiting to fulfill the quota for job training participants. For this reason, the efforts made by UP3 Pekanbaru are by checking personal protective equipment and equipment before using it for work activities, cutting out personal protective equipment that is not suitable for use, giving verbal sanctions or warnings to workers who violate K3 and implementing competency programs by transferring them to training. regionally according to the respective positions of prospective workers, including K3 supervisors who have not met work competency standards.
