Abstract
Therefore, we as Indonesian citizens who obey the law are obliged to obey the existing regulations that apply in society in order to create a feeling of safety and comfort when in traffic. Accidents involving minors continue to increase. Even if education is not carried out effectively, it is not impossible that the number of traffic accidents involving minors could double. The main problem in this research is what factors cause children to become victims of motorbike crashes in the jurisdiction of the Kuansing Police and how law enforcement is carried out by law enforcement officers against children as victims of motorbike crashes in the jurisdiction of the Kuansing Police. This type of research is empirical legal research using observational or field research by means of direct surveys in the field. The type of data used in this research comes from primary and secondary data. Primary data was obtained through interviews with the Head of the Kuansing Police Traffic Unit, as well as the Head of the Kuansing Police Traffic Traffic Unit. Meanwhile, secondary data was obtained from the results of library research. The nature of this research is analytical descriptive which provides an overview of a research object through the data that has been collected. Based on the research results, it can be understood that the factors causing children to become victims of motorbike crashes in the jurisdiction of the Kuansing Police are internal factors (within the perpetrator) which consist of family factors, environmental factors, lack of traffic knowledge, age factors and external factors (from outside ) which consists of human factors, law enforcement factors, infrastructure factors. Meanwhile, law enforcement was carried out by law enforcement officers against children who were victims of motorbike crashes in the jurisdiction of the Kuansing Police, in this case SP3 was carried out because firstly, there was not enough evidence. Second, the actions carried out by the suspect do not constitute a criminal act. Third, the investigation was stopped by law. These three conditions are alternative conditions.
