Abstract

Licensing a cosmetic product is of course very important because of its existence permission from the government, it can be ascertained that the product is safe for use used. According to Minister of Health Regulation No.1175/Menkes/Per/XII/2010 regarding Cosmetics Notification mentioning cosmetic products that do not have This distribution permit number from BPOM does not yet indicate that cosmetic products are it is dangerous to use it because it has not passed the stage in the result Laboratory testing is a step in obtaining a permit number circulation. Based on the Decree of the Head of the Republic of Indonesia POM Agency Number: HK.00.05.4.1745 concerning Cosmetics, what is meant by cosmetics is material or preparations intended for use on external parts of the human body epidermis, hair, nails, lips, external genital organs or teeth or oral mucosa especially cleaning, perfuming, changing the appearance and or repairing body odor or protect or maintain the physical body in condition and performance the good one. The main problem in this research, what is the role of BPOM in overcoming efforts to distribute cosmetics with dangerous ingredients, and what are the obstacles faced by consumers in obtaining legal protection? When viewed from the type of research, the research that the author will use is empirically by way of a survey, namely research that takes samples from a population and using interviews as a primary data collection tool. Meanwhile, when viewed from its nature, this research is categorized in descriptive research that describes the state of the subject or object of research on present day based on facts that appear as they are. BPOM Kota Pekanbaru has a function in supervising the circulation of cosmetics in the city of Pekanbaru and oversee the circulation of every cosmetic that goes to ensure the safety and quality of cosmetics and that the cosmetics distribute has a distribution permit from BPOM so it is safe to use. as regulated in the Presidential Regulation of the Republic of Indonesia Number 80 of 2017 "task BPOM supervision consisting of drugs, medicinal ingredients, narcotics, psychotropics, addictive substances, traditional medicines, cosmetics and food. Producing businesses cosmetics that contain hazardous ingredients and do not have a distribution permit given a warning letter 1 (one) time, 2 (two) times, but if they arrive they are given a letter warning 3 (three) times if the factory continues to produce illegal cosmetics then the business license will be revoked and if it is caught by the relevant agencies supervised the cosmetics manufacturing factory was immediately closed.
