Abstract
ABSTRACT The National Land Agency (BPN) is a government agency that owns the task of managing the administration of national land affairs, with increasing the processing of land certificates at the office of the National Land Agency in particular in the Public Service Mall this raises various complaints in the community, such as less than optimal service, long and few management processes buying and selling is a separate problem experienced by the community, especially for Pekanbaru city area. Based on the background of the problems described above, then in In this study, several main problems were formulated and sought for completion systematically and scientifically, namely about the effectiveness of the implementation of public services in the land sector at BPN Pekanbaru and what are the influencing factors implementation of public services in the field of land at BPN Pekanbaru The research method used in this research is observational research or by way of a survey, namely research that takes samples from a population and using interviews as a primary data collection tool, while from the nature of this research is descriptive, the research location is in the Public Service Mall (MPP) in Pekanbaru City, and the speakers were MPP visitors and BPN staff Pekanbaru City The results of this study can be concluded that there is a lack of human resources in BPN Pekanbaru City is one of the obstacles to frequent issuance the land deed takes a long time, then there is a need for commitment from all employees Pekanbaru City BPN to jointly prioritize good service, friendly and fast, so people don't have to wait long issuance of land deed, then BPN employees must also be open in administration, so that there are no misunderstandings that lead to oblique comments from the community towards BPN in the city of Pekanbaru.
