Abstract

This case is very numerous and has caught the attention of the public, one of which is the activity of motorcyclists who smoke while driving vehicles and in traffic, actions that are often carried out by these drivers should be carried out in a stopped state or in other words not driving a vehicle, because this is indirectly directly makes the driver's concentration decrease so that negligence can occur which causes traffic accidents and can cause or endanger passengers or other motorists. In the provisions "article 106 paragraph (1) of Law Number 22 of 2009 explains that everyone who drives a motorized vehicle on the road must drive his vehicle properly and with full concentration. The main problem in this research is How the Police Efforts to Protect Victims of Hit-Run in the Legal Area of the Pekanbaru Police, and What are the Barriers to the Police Providing Protection for Hit-Run Victims in the Legal Area of the Pekanbaru Police. This type of research is observational research or what is meant by survey form, is research that uses interviews as a means of unifying the main data by lifting samples from a population. The nature of descriptive research is to describe the current state of the subject or object of research based on the facts that appear as they are. Police efforts to protect victims of hit-and-runs based on Law Number 22 of 2009 cannot be implemented effectively, because there is no clarity and firmness regarding the legal subject of road management. So that it is not yet clear who should be held responsible for traffic accidents caused by damaged roads.
