Abstract

Pekanbaru City has quite a variety of public transportation (transportation) and each has its own function, while several forms of public transportation exist in Pekanbaru City such as Taxis, Pekanbaru Transmetro, Oplet/Small Public Transport, City Buses, Ojeks, and at the present time according to With the development of the era, public transportation already exists online, such as gojek and grab cars. In Law Number 22 of 2009 concerning road traffic and transportation, precisely in Article 173 paragraph 1, it is explained that public transportation companies that carry out the transportation of people and/or goods are required to have a permit for the operation of transportation. Harmony between public transport users and public transport providers should ideally be good and correct to realize security, safety, order and smooth traffic. Article 48 to Article 55 of Law no. 22 of 2009 concerning Road Traffic and Transportation, has stipulated technical and road-worthy requirements for motorized vehicles and required motorized vehicles that are imported, made and assembled domestically to be operated on the road to be subject to periodic motor vehicle testing, hereinafter referred to as (KIR). The aim is to identify obstacles to the implementation of vehicle monitoring (oplet) at the Pekanbaru Cikpuan market. The method used is descriptive, qualitative and quantitative, the collection of 9 people consists of 1 person from the Engineering Section and Road Traffic Facilities Department of Pekanbaru City Transportation, 3 employees of the City Transportation Service Pekanbaru Road Transportation Sector, 5 oplet drivers. Data collection methods include surveys, interviews, and analysis of qualitative and quantitative data. The results of the study concluded that the role of the Pekanbaru City Transportation Service in carrying out vehicle surveillance on the road was quite good. Supervision is carried out directly in the field and tests the feasibility of vehicles that have met the standards of passing the vehicle feasibility test (KIR). This is assessed based on each parameter such as setting a measuring tool or standard, carrying out assessment or evaluation actions and taking corrective actions. The existing constraints include the low quality and capability of human resources and existing facilities that have not been updated so that sometimes problems occur when inspecting vehicles.
