Abstract

Traffic violations in Pekanbaru City can be said to be quite high, based on data from the Republic of Indonesia Police for the Riau Regional Resort of Pekanbaru City showing that from 2019-2021 there has been a decrease in the number of traffic violations for both twowheeled vehicles and 4 wheeled vehicles. This is due to the implementation of the lockdown in Indonesia caused by the Covid-19 virus. The purpose of this study is to determine the application of fines for traffic violations for those who do not pay motor vehicle taxes in the jurisdiction of the Pekanbaru Police and the obstacles in their application. This study uses a qualitative approach, with primary data sources obtained directly from informants and secondary data obtained from literature studies. Based on the speeding ticket procedures regulated in Law Number 22 of 2009 concerning Road Traffic and Transportation and also regulated in Government Regulation Number 80 of 2012 concerning Procedures for Inspection of Motorized Vehicles on the Road and Enforcement of Traffic and Road Transportation, the police are required to stop violators with a polite greeting and show a clear identity. Then the officer explains to the violator what mistake was made, what article was violated and how much the fine must be paid. In its implementation there are three obstacles caused by legal factors, law enforcement factors and community factors
