Abstract
Floods are divided into 2 (two), namely floods that can occur due to surface water runoff that overflows and its volume exceeds the drainage capacity such as drainage or water bodies and tidal floods due to sea tides that inundate areas that have a lower elevation than the sea level at the highest tide. (Hermon, 2012). Areas in Tebing Tinggi Sub-district that are affected by flooding are almost spread across all villages/sub-districts, especially in areas close to the shoreline. Floods that often occur in every rainy season greatly affect people's lives. Even though Tebing Tinggi Sub-district is subject to flooding, people still choose to stay in their homes. There are several factors that may cause the community to remain, including the economic limitations of the community, the community does not want to leave their birthplace, and the community is accustomed or adapted to flood disasters that occur. The analysis method used in this research uses quantitative descriptive analysis method in which the results show that the village that has high flooding floods is in Banglas Village with an area affected at a high hazard level of 234.70 Ha. This is because the administrative position of the village is adjacent to the Johor river basin so that it triggers high flood hazards when there is a rainy season which causes the river to overflow which gives an impact on these villages, that the disaster due to tidal flooding that occurs in Tebing Tinggi Sub-district has a height of around 30-45m. Structural Adaptation for low risk almost 52% did not make a significant adaptation because the losses caused by the flood disaster were not moderate and high which had been carried out by the community almost 98% raised the floor of the house/foundation, made a water barrier in front of the house door so that water did not enter the house and used waterproof paint to maintain the beauty of the color of the house. Meanwhile, for non-structural adaptation, the community in Tebing Tinggi District is still able to face flood disasters, because the impact of floods can still survive when floods occur, and can still carry out activities even though they are hampered by floods, dominated by social and economic conditions.
