Abstract

The construction of a road drainage system on public roads is still a problem, there is no equitable distribution of development on every public road, especially in flood-prone areas, causing puddles of water. The development of the Pekanbaru City Road Drainage System has not been carried out evenly and there has been no corrective action due to puddles that interfere with the activities of vehicle users. The Pekanbaru City Housing and Settlement Service in development activities cannot be separated from the policies carried out, including Effectiveness, Efficiency, Sufficiency, Equity, Responsiveness, and Accuracy so that development activities are on target. The purpose of this study was to determine the constraints on the construction of a road drainage system on an environmental scale by the Department of Housing and Settlements of Pekanbaru City in 2020. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The discussion of the Pekanbaru City Housing and Settlement Service in 2020 in the Development of an Environmental-Scale Road Drainage System has been carried out but has not been carried out, especially in the Tampan, Marpoyan Damai, and Rumbai Pesisir sub-districts so that they still flood when it rains. The results of the research that the Pekanbaru City Housing and Settlement Service in 2020 has implemented the Construction of an Environmental-Scale Road Drainage System but this has not been done evenly, this is due to the lack of monitoring and data collection of flood points so that there is an evaluation of improvements as seen in the districts of Tampan, Marpoyan Damai, and Rumbai Pesisir which are still experiencing continuous. inundation without any corrective action so that it interferes with the activities of vehicle users. However, the authors suggest to the Pekanbaru City Housing and Settlement Office to monitor and record flood points on public roads so that repairs can be made, develop a fair Road Drainage System, and disseminate information on the prohibition of littering so that water does not flow.
