Abstract

Water transportation has long been a primary mode of connectivity between various regions in Indonesia, particularly in areas traversed by major rivers. The Siak River in Riau Province is one of the most important water transport routes, boasting a rich history as a trade center from the era of the Siak Sri Indrapura Sultanate to modern times. Despite its considerable potential for passenger transport and tourism, the Siak River's role has diminished due to the expansion of land-based infrastructure, inadequate maintenance of facilities, and environmental pollution. This study aims to analyze the potential of water transportation on the Siak River as an efficient, eco-friendly, and economical alternative to alleviate traffic congestion and support river-based tourism. Through well planned revitalization, the Siak River is expected to regain its status as a central hub for transportation and economic activities for surrounding communities. The objectives of this research are to analyze the potential for organizing water transportation for passenger transit on the Siak River and to identify the availability of infrastructure and facilities supporting passenger water transportation along the river. The research employs internal and external analyses and a SWOT analysis. Surveys were conducted through interviews with the Riau Provincial Transportation Agency, BPTD Class II Riau, and the Regional Development Planning Agency of Riau Province, complemented by questionnaires and documentation as evidence and records during the interviews. The Siak River holds significant potential for development as a water transportation route for passenger transit. This includes reducing the burden on road traffic, improving interregional accessibility efficiency, and offering opportunities for river-based tourism development. However, the existing infrastructure and facilities on the Siak River still require enhancements, including piers, vessels, and other supporting facilities to ensure safe and comfortable operations for passengers.
